Academic Programs Committee Meeting Dates, Agendas and Minutes
The APC will meet regularly during the academic year to discuss changes in
curriculum policy and programs for undergraduate and graduate studies at USFSM.
In cases when the APC deliberates a specific proposal, the initiating party of
said proposal will be informed of the date and place of meetings when the
request will be discussed. On that occasion the initiating party shall be
appropriately represented at the APC meeting. This representation may be the
persons initiating the specific proposal, or a substitute recommended by the
initiating party. APC members may not be the representatives for a proposal from
their college/school as members represent USFSM as a whole rather than a
specific college/school.
All meetings require a quorum, which shall be 2/3rds (5) of voting APC members.
An APC member who cannot be present may send a substitute from the appropriate
college/school and shall inform the Chair 48 hours prior to the meeting. The
substitute shall have the same voting privileges as the absent APC member. It is
essential that members regularly attend meetings and avoid using substitutes
because of the nature of the work and the extensive preparation required to vote
in an informed manner on each proposal. Therefore, the Chair may request a
replacement for a member who misses two meetings in a calendar year without
notification. The Chair will consult APC membership for direction before such
action is taken.
Proposals shall pass when a simple majority of members present vote in favor of
the proposal. The Chair is only allowed to vote when there is a tie. Paper
proxies may not be counted as votes. All meetings and agendas will be posted on
the APC website at least one week in advance (if possible) and are open to
interested persons in the USFSM community (as broadly defined). Visitors may
speak (three minutes) at the APC meetings upon Chair recognition.
The APC shall record minutes of each meeting. The minutes shall include date,
time, location, members and guests present, and full description of topics
discussed. If a proposal is rejected during the meeting, a statement of reasons
why it was rejected shall be recorded. The minutes will be posted on the APC
website and APC Blackboard site.
