Campus Master Plan
The Campus Master Plan is the foundation for the University of South Florida
Sarasota-Manatee facilities and land resources for the next ten years and
beyond. The Campus Master Plan provides the foundation for the places for our
campus community to learn, teach, research, and experience the university and
natural environments. The Campus Master Plan outlines policies for responsible
stewardship of land resources and sustainable development that supports the
overall mission and Strategic Plan of USF Sarasota-Manatee.
Campus Master Plan Process
Campus planning in the State University System is governed by
Chapter 1013.30,
Florida Statutes and Florida Board of Governors Regulations, Chapter 21. USF
Sarasota-Manatee is committed to implement, maintain and update its Campus
Master Plan using an inclusive and comprehensive approach that goes beyond these
minimum requirements to engage the campus community, host communities and
governmental agencies in the plan development process.
USF Sarasota-Manatee is responsible to implement, maintain and update its Campus
Master Plan as an independent institution within the University of South Florida
System. The Campus Master Plan is subject to approval by the USF
Sarasota-Manatee Campus Board, the USF System Board of Trustees and the Florida
Board of Governors.
Campus Master Plan Context Area
Florida Statutes require that USF Sarasota-Manatee identify a context area
around the University wherein on-campus development may impact local public
facilities, services, and natural resources, and conversely, where off-campus
development may impact university resources and facilities The USF
Sarasota-Manatee 2000-2010 Campus Master Plan identified the University Context
Area and was used for the analysis of university growth impacts leading to the
Campus Development Agreement.
Campus Development Agreement
Florida Statutes require the Campus Master Plan to evaluate whether the proposed
campus development creates impacts on public facilities and services such as
roads, utilities, parks and recreation. As a result of the 2000-2010 Campus
Master Plan, the University entered into a Campus Development Agreement with
Manatee County. This formal agreement affirmed the building program set forth in
the plan until the year 2012, and allocated $683,591.00 in funding from the
State University System Concurrency Trust Fund to pay for improvements to public
facilities to support the growth of USF Sarasota-Manatee.
2010-2020 Campus Master Plan Update
The 2010-2020 Campus Master Plan Update was adopted by the USF Board of Trustees in December 2011.
